Anti-Doping

Sanctions for anti-doping rules violations

(Transcription of the Circular signed by Nenad Lalovic, President of United World Wrestling, dated on February 3rd 2015)

TO ALL NATIONAL FEDERATIONS

TO THE LEGAL & ETHICS COMMISSION

TO THE MEDICAL & ANTI-DOPING COMMISSION

TO THE ATHLETES COMMISSION

Corsier-sur-Vevey, 3 February 2015/cr

Dear President, dear colleagues,

In a study published by an independent organization beginning of January concerning the number of doping cases in 2014 the sport of wrestling was on the fifth position behind cycling, weightlifting, baseball and athletics. You may find the results of this study by clicking here.

This position is unacceptable for our sport and ruins all the efforts made by our organization for two years to regain its permanent place in the Olympic program.

Doping in our sport concerns all competition levels – national and international – all ages – junior and senior, some case in cadets (!) – and all styles.

In its meeting on 15 January 2015, the Bureau of United World Wrestling considered this situation as alarming and confirmed the necessity to take all necessary measures to reduce the number of doping cases.

As you already know, United World Wrestling’s Anti-doping rules provide that, in compliance with the World Anti-doping Code, a doping case is sanctioned by a four year ban. In this view, the Bureau has decided to increase the financial penalty against the national federation from 10.000 to 20.000 Swiss Francs for any violation committed by one of its wrestler during a competition in the official calendar (including international tournaments, championships and cups).

For these reasons, it is the responsibility of all national federations to take any necessary measures to control their wrestlers before the competitions and organize, in collaboration with the national anti-doping organizations, anti-doping outreach and prevention programs.

Moreover the number of out-of-competition tests will be increased this year with more blood samples and a broader scope of analysis to detect all prohibited substances and methods.

These efforts from all parts are necessary to protect the clean wrestlers and ensure that our sport is seen as clean and fair.

Sincerely yours,

NENAD LALOVIC
